DO: Recognizing and Addressing Cultural Needs

As operators are implementing their Ask-Listen-Respond process outlined in RP 1185, it’s crucial to recognize and address cultural needs within both existing pipeline routes and any proposed projects, especially in Environmental Justice (EJ) or disadvantaged communities.

Being respectful of cultural needs involves safeguarding the confidentiality of known cultural sites or resources, as well as preserving sensitive environmental habitats, plants, and animals.

When operating within Tribal lands, operators should consult with Tribal Historic Preservation Offices (THPO) and seek assistance, including employee training, to understand the cultural needs of Tribes and communities.

An operator that asks and listens will be able to appropriately tailor information and engagement methods for those stakeholders, helping to bridge cultural or economic differences and addressing environmental justice concerns that may impact their ability to have meaningful involvement in the engagement process.
